The Ninth Five-Year Development Plan (2016 - 2020)
The 9th Five-Year Development Plan bears a special importance as it is the last plan of Vision (2020) and paves the way for the formulation of the long-term Vision (Oman 2040). The Plan was formulated amid a number of regional and international changes. In the forefront of these changes were the sharp fluctuations in oil prices, recurrence of conflicts and violent political changes in many Arab countries, and the beginning of a wave of recession in the global economy as a result of the decline of growth rates in both advanced and emerging economies.

- Promote sustainable economic growth in a changing world
- Encourage economic diversification and broaden the production base
- Provide productive and remunerative work opportunities for citizens
- Develop the private sector, and improve the business environment and investment climate
- Achieve comprehensive social development by providing education, training, employment and social protection for all to build a more inclusive society
- Enhance the role of youth
- Implement the National Strategy for Urban Development, adopt an urban policy, enhance decentralization, encourage the private sector to invest in the least developed regions, and intensify government investments and provision of basic services in the least developed regions
- Develop governorates and local communities to achieve balanced growth and development for all citizens across various regions
- Enrich cultural life and promote the role of citizenship and identity
- Promote environmental sustainability and resilience to natural disasters
- Upgrade government performance
