Oman Vision 2040 is the Sultanate’s gateway to overcome challenges, keep pace with regional and global changes, generate and seize opportunities to foster economic competitiveness and social well-being, stimulate growth, and build confidence in all economic, social and developmental relations nationwide.

Pillars & Objectives

Pillar: Education, learning, scientific research and national capabilities
Objectives:
  • Promote a system that empowers human capabilities in the educational sector
  • Establish an effective national system that nurtures scientific research, innovation and creativity to build a knowledge-based economy and society
  • Mobilize diversified and sustainable funding sources for education, scientific research and innovation
  • Develop national talents with dynamic capabilities and skills that are locally and internationally competitive
  • Promote a high-quality educational system with societal partnership
  • Establish an integrated and independent system to govern and evaluate the educational ecosystem against national and international standards
  • Incorporate Islamic principles along with the identity, history and heritage of Oman in the educational curricula taking into consideration the current requirements of sustainable development and future skills, and support the diversification of learning pathways
Pillar: Health
Objectives:
  • Mobilize qualified national talents and capabilities that lead scientific research and innovation in healthcare
  • Develop technology-driven medical systems and services, and high-quality preventive and clinical healthcare
  • Build a healthy society free of health risks and hazards, where “health is the responsibility of all”
  • Create a decentralized healthcare system that operates with quality, transparency, fairness and accountability
  • Mobilize diversified and sustainable funding sources for the healthcare system
Pillar: Citizenship, identity, national heritage and culture
Objectives:
  • Build a society that is capable of assessing, challenging, investing in, producing and disseminating knowledge
  • Develop a leading society in the areas of mutual understanding, coexistence and peace
  • Build a society of responsible members who are aware of their rights and committed to their duties
  • Strengthen professional media that reinforce societal awareness and contribute to socio-economic development
  • Build a society that is proud of its identity, citizenship and culture, and that strives to preserve, document and diffuse its heritage worldwide
  • Build an institutionalized ecosystem of integrated societal partnerships that reinforce identity, citizenship, solidarity and social cohesion

Objectives:
  • Build effective partnerships between the government, the private sector and civil society in the various fields of social development
  • Build an empowered civil society that effectively participates in sustainable development
  • Create an environment conducive for sports to contribute to the economy and compete at the global level
  • Provide insurance coverage through an effective, sustainable and fair social safety network
  • Develop a cohesive society based on social and economic empowerment of all, particularly women, children, youth, persons with disabilities and vulnerable groups
  • Provide advanced social services and programmes that cater for the needs of society
  • Provide integrated social protection targeting the most vulnerable groups and empowering them to be self-dependent and contributors to the national economy
Pillar: Economic leadership and management
Objectives:
  • Provide the senior management with continually renewed capabilities to keep up with market dynamics, forecasts and fast-paced developments
  • Develop a solid and effective economic legislative framework that keeps abreast with contemporary developments
  • Develop an entity that is empowered to achieve economic development, social justice and environmental protection
  • Provide effective economic leadership with binding powers and a clear mandate to swiftly respond to development needs on the basis of well-defined performance indicators
Pillar: Economic diversification and fiscal sustainability
Objectives:
  • Develop renewed, flexible and up-to-date regulatory environment and governing legislation that ensure equal opportunities
  • Develop an advanced information technology infrastructure that empowers all sectors and is capable of keeping pace with the latest developments and cyber security challenges
  • Create a research and development ecosystem spanning various sectors and institutions
  • Identify, every 5 years, sectors that drive economic diversification and other complementary sectors
  • Develop a competitive, diversified and integrated economy based on foresight, innovation and entrepreneurship
  • Devise informed, integrated and sustainable fiscal, monetary and economic policies, and budgets that ensure effective use of public revenues
Pillar: Labour market and employment
Objectives:
  • Develop a system of employment, qualification, promotion and incentives based on efficiency and productivity that nurture initiative and innovation
  • Establish laws and regulations on the labour market based on professional standards, and create a stimulating and dynamic work environment
  • Promote a labour market with a skilled and productive workforce and a positive work culture
  • Promote a labour market that attracts talents and skilled labour through clear and standardized recruitment policies
Pillar: The private sector, investments and international cooperation
Objectives:
  • Build an effective public-private partnership to improve production efficiency and a governance framework to monitor the privatization of projects and public services
  • Diversify imports and exports in terms of goods and geographic origins to further promote the global status and geographic location of Oman
  • Create a unique economic identity that integrates seamlessly with global production and service supply chains
  • Develop a competitive business environment that attracts investments and where the government plays a regulatory role coupled with successful, efficient and seamless management
  • Promote flexible and facilitated financing models that are aligned with global developments and investment needs
  • Develop an empowered and competitive private sector that leads the economy while taking into consideration the social and environmental dimensions
  • Promote partnerships and integration among small and medium enterprises with the support of large corporations
Pillar: Development of governorates and sustainable cities
Objectives:
  • Develop urban and rural areas as well as cultural and natural heritage regions that are highly resilient and capable of coping with climate change effects
  • Promote smart, sustainable and vibrant cities in addition to a vital countryside with a viable architecture that ensures high quality of life, work and leisure
  • Develop diversified and easily accessible means of transport, integrated with sound and targeted urban planning and sustainable world-class infrastructure
  • Promote balanced and equitable development to enhance the competitive and comparative advantages of governorates and urban areas
  • Ensure empowered communities capable of setting their socio-economic and environmental priorities, and of operating within a framework of administrative and economic decentralization
  • Establish an efficient hierarchy to guide sustainable urban development, accommodate the growing population, and provide the necessary public services and utilities
Pillar: Environment and natural resources
Objectives:
  • Promote the sustainable use of and investment in natural resources and wealth to deliver high added value
  • Encourage the use of renewable energy, diversified sources of energy, and rationalized consumption to achieve energy security
  • Promote a green and circular economy that addresses national needs and is aligned with global trends
  • Achieve environmental awareness coupled with the effective implementation of sustainable consumption and production patterns
  • Create an environment that aligns environmental, economic and social requirements with sustainable development guidelines
  • Promote high-quality and pollution-free ecosystems
  • Achieve food and water security through the use of renewable resources and advanced technologies, and the optimal exploitation of Oman's strategic location and biodiversity
Pillar: Legislative, judicial and oversight systems
Objectives:
  • Ensure an effective and independent oversight system that adopts transparency and disclosure to combat corruption, with the media assuming an active and insightful role
  • Build a society that is legally educated and actively engaged in legislative and oversight processes
  • Develop specialized, qualified and trustworthy national talents in the areas of legislation, judiciary and oversight
  • Promote flexible legislation and an independent legislative power
  • Promote an impartial and competent judicial system that employs forward-looking technologies
  • Establish effective alternative dispute resolution methods that render Oman a global hub in this area
