The Development Plan 2016-2020 represents a quantum leap in regional planning as it is based on a participatory approach consistent with the methodology set out in the Prime Minister's Circular No. 19. The strategic vision of this Plan is based on a development approach that combines efficiency, justice and sustainability, and seeks to increase the regions' capacity to achieve higher levels of sustainable socioeconomic growth.
