Yemen Strategic Vision 2025

Yemen’s Strategic Vision 2025 sets out the long-term ambitions and goals, which the society aspires for, and keeps pace with developments and with the rapid economic, scientific and technological changes. It aims to improve the level of human development and to position Yemen among countries with middle human development that reflects higher standards of living and decent lives for individuals and the society at large.

Pillars & Objectives

Pillar: The social field
Objectives:
  • Build the human capital and upgrade citizens' living standards at the economic, intellectual and cultural levels
  • Reduce the current population growth, control the factors of internal migration and redirect it to coastal areas
  • Develop the capacities and potentials of young people and empower them to pave their own paths, depend on themselves, support their families and build their country
  • Maintain deep social solidarity in line with religious principles, and instilled customs and traditions
  • Increase women's participation in all aspects of economic activity and raise their contribution to the workforce
  • Increase health service coverage
  • Eliminate illiteracy and enhancing adult education
  • Provide education for all
Pillar: Science and technology
Objectives:
  • Formulate a national strategy for science and technology
  • Provide vocational and technical education and training to prepare a technically qualified labor force that contributes to achieving comprehensive development and meeting the skill needs of economic growth
  • Enhance university education
  • Promote scientific studies and research
  • Encourage technology transfer and reinforce the ability to negotiate and enter into contracts for the transfer of technology
  • Provide science and technology services
Pillar: The cultural field
Objectives:
  • Engage people in the cultural dimension of development and raise their awareness on development
  • Promote culture, literature and artistic diversity
  • Broaden the concept of innovation, promote the values of production, sound management of resources and openness to change, and improve cultural activities to enhance the output quality and provide job opportunities
  • Improve higher education systems and teaching methods of science and technology, spread information centres, introduce communication technologies and give special attention to scientific research and to translation to and from foreign languages
  • Eliminate bad customs and traditions, put an end to feuds and impose the rule of law
  • Involve women in cultural production, expand their chances to receive education, and strengthen their role in building the society
Pillar: The political field
Objectives:
  • Reinforce democratic practice and political participation
  • Promote adherence to Islam, which is considered as the main foundation for all rules of conduct
  • Promote adherence to the republic and to the principles of September and October revolutions
  • Safeguard territorial unity and deeply instill national unity
  • Establish the modern Yemeni State on the basis of democracy
