The Somalia Strategic Plan (2024-2028), developed by the Ministry of Planning, Investment, and Economic Development (MoPIED), outlines a roadmap for Somalia's socio-economic development over the next five years. It emphasizes sustainable national socio-economic planning and development through a multifaceted approach that integrates planning, coordination, investments, and strategic partnerships.
Pillars & Objectives
Pillar:
Development Planning and Intergovernmental Coordination
Objectives:
- Strengthen national development planning at the Federal State (FG) and Federal Member State (FMS) levels.
- Develop practical, issue-based development plans to address identified challenges.
- Ensure government manifesto, projects, and programs are aligned with national development plans.
- Coordinate the implementation of the Drought Impact & Needs Assessment (DINA)/FINA and Recovery and Resilience Framework (RRF).
Pillar:
Sustainable Socio-Economic Development
Objectives:
- Strengthen the capacity of policymakers in evidence-based decision-making.
- Enhance data-driven policy decision-making.
- Provide analysis, policy advice, and consultation to government agencies, the private sector, and other stakeholders.
- Promote effective intergovernmental coordination in prioritizing and implementing government programs.
Pillar:
Enhanced Investments (Domestic and Foreign-FDI)
Objectives:
- Promote, attract, and facilitate investments.
- Increase the number of companies in Somalia.
- Support and visit existing investments in Somalia.
- Create a conducive business climate.
- Promote the brand of Somalia positively.
Pillar:
Monitoring, Evaluation, Tracking, and Reporting on Implementation of Government Policies, Plans, Programs, Projects, and Strategies
Objectives:
- Strengthen M&E systems across FGS and FMS.
- Create an effective M&E framework for NDP10.
- Conduct periodic impact assessment surveys and evaluations.
- Establish a baseline by collecting relevant data before project implementation.
Pillar:
Improved Institutional and Organizational Capacity
Objectives:
- Strengthen the capabilities of staff to improve productivity.
- Provide short-term and long-term capacity building and training for staff.
- Improve general infrastructure.
- Establish the Communication Unit and enhance internal and external communication.
Pillar:
Cross-Cutting Issues
Objectives:
- Mainstream environmental, climate change, and gender issues across the Ministry.
- Develop KPIs related to environmental, climate change, and gender issues.
- Provide training and capacity-building programs for staff.

Resource Mobilization
Objectives:
- Mobilize resources to finance the strategic plan.
- Develop and implement a resource mobilization strategy.

Poverty Reduction and Durable Solution for Vulnerable and Displacement-Affected Communities
Objectives:
- Promote poverty reduction initiatives for displacement-affected and vulnerable communities.
- Implement the National Durable Solutions Strategy (2021-2025).
- Strengthen coordination and oversight on durable solutions and poverty reduction programs.
- Enhance the resilience of displacement-affected communities.
